Proposal to switch to new target platform

  • switch to Eclipse 2019-03
  • switch to Java 11 should be done together with switch of Eclipse target platform because Java 11 is not compatible with Eclipse Oxygen
  • decision from last concall: wait for integration tests to be available before switching anything
