Proposal to switch to new target platform

• switch to Java 11 should be done together with switch of Eclipse target platform because Java 11 is not compatible with Eclipse Oxygen
• switching target platform might break things
  • syntactical error can be found during build
  • behavioral changes can only be found by executing bundles
  • integration tests not ready to be used
• decision: wait for integration tests to be available before switching anything
